Currently the Scottish Executive are running adverts for an initiative called The Big Plus. These ads inform us that 1 in 5 adults in Scotland struggle with basic literacy and numeracy.
So by my calculations that means that 20% of the people I meet are morons.
Finally a government statistic that I believe.
